Emergency Management Planner

Position Summary

The Stark County Emergency Management Agency (EMA) is now accepting resumes for the position of Emergency Management Planner. This classified position reports to the EMA Director and Deputy Director and falls under the hiring authority of the Stark County Board of Commissioners. This Planner position will work with local officials and other planners/contractors to maintain, update and develop local hazard plans; ensuring compliance with state and federal planning regulations and guidelines.

The ideal candidate will have knowledge of urban, suburban and rural areas of the County, strong communication skills, and the ability to effectively interact with government officials involved with public safety and emergency planning.

A sample of illustrative duties includes:

  • Establish, review and update departmental plans, including but not limited to: the Natural Hazard Mitigation Plan; Emergency Operations Plan (EOP); Emergency Support Functions (ESF); and other plans as state federal requirements dictate;
  • Assist and provide guidance on natural/man-made disasters to political subdivisions of Stark County in the accomplishment of comprehensive emergency planning relative to preparedness, mitigation, response and recovery;
  • Collect and evaluate disaster data to update and improve current or future plans relating to county plans;
  • Ensure that Stark County is represented as a full and active participant in emergency and disaster exercises by coordinating the testing and exercising of various elements of the countywide emergency preparedness and response plans;
  • Complete spill reports for the LEPC as needed and assist the HAZMAT team control officers as required by EMA Director;
  • Assess training needs and schedules training; develops and maintains database of required administrative information;
  • Monitor and update the Stark County EMA’s social media accounts;
  • Assist with the preparedness and maintenance of equipment in the Emergency Operations Center and Radio room;
  • Assists in daily office functions as directed the EMA Director and all other duties as assigned or required;
  • Maintain required licensures and certifications;
  • Demonstrate regular and predictable attendance.

Qualifications:

Qualifications include a minimum of a high school diploma or equivalent with at least two (2) years of experience working with public safety personnel and completion of the Federal Emergency Management Agency Professional Development Series (PDS). Preference will be given to candidates with a Bachelor’s degree in Emergency Management or related field.

Salary:

The salary range for this position starts at $45,750 annually.

JOB SUMMARY/PURPOSE:

The Emergency Management Planner works under the supervision of the Senior Emergency Management Planner and reports to the EMA Director and Deputy Director. This Planner position will be responsible for the maintenance and updating of the Stark County Emergency Operations Plan and accompanying documents, internal emergency plans, job action sheets, and SOP’s such as Continuity of Operations Plans and weather-related emergency procedures. Assist with the maintenance of planning programs including Threat and Hazard Identification and Risk Assessments (THIRA), Natural Hazards Mitigation Plan as well as any contractors’ work products. Prepare and deliver presentations to internal and external partners as well as the public. Assist with daily operations of the agency spanning all five phases of emergency management mission areas, prevention, protection, mitigation, response and recovery. Attend meetings with internal and external partners, contributing appropriately and professionally. Attend conferences and workshops as required. Participate in training and exercises per agency requirements. Work with affiliated partners to facilitate or participate in tabletop, functional and full-scale exercises as assigned by the Senior Planner. Incumbent upon request, shall respond to an emergency and/or crisis situation to work in the Emergency Operations Center (EOC) and participate in damage assessments in response to natural and/or human-caused emergency situations.

QUALIFICATIONS AND EDUCATION REQUIREMENTS

· High school diploma or equivalent (preferably an Associate Degree in Emergency Management or related field).

· One (1) years of experience working with public safety personnel.

· Completion of the Federal Emergency Management Agency Professional Development Series (PDS).

· Possession of a valid State of Ohio Driver’s License.

Skills and Abilities to : Competent in the operation of office equipment and computer software (i.e. Microsoft Office), WinZip, Adobe Acrobat; database and program specific software; communicate effectively in oral and written form; troubleshoot problem areas and formulate corrective measures; develop and maintain effective working relationships with associates, elected officials and other agencies and organizations.

WORK ENVIRONMENT AND PHYSICAL DEMANDS

  • May need to respond to emergency situations outside of regular business hours.
  • Most time is spent in office setting although may be expected to survey disaster affected areas (tornado, flood) for damage assessment.
  • May require long periods of sitting with occasional bending, kneeling, crouching, and reaching when filing or performing other office duties.
  • May require light lifting (i.e. paper for printers) and use of general office equipment (i.e. computers, phones, printers, etc.).
